This sourcebook expands the Delta Green setting by focusing on international agencies, cults and conspiracies. Special focus is given to the United Kingdom and Russia, particularly those nations' equivalents to Delta Green, PISCES and GRU-SV8, respectively.

Also included are new conspiracies introducing more Lovecraftian extraterrestials, rules for Psi-powers and their respective skills, a HUGE appendix of investigator templates sampling intelligence, law enforcement and military professions of nearly 100 nations, and a different take on Hastur and the Hastur mythos.
