GURPS Powers is a generic sourcebook for creating high-powered characters in GURPS 4th Edition. Includes rules for creation of powers, running high-poswered campaigns, and a few new advantages (Control, Create, Illusion, Leech, and Static). It also has guidelines for "special effects" and several different ways to vary a power on the fly (which are useful for superhero gaming).
