City of Lies is a boxed set dedicated to Ryoko Owari, the jewel of the crown of the Scorpion lands - and one of the most corrupt cities in Rokugan. As a key link in the illicit opium trade, Ryoko Owari is a veritable den of scum of villainy where intrigue and danger lurk in every corner.

The box contains three books: The City of Stories, containing all the information on the city and their denizens available to player characters; The City of Green Walls, detailing the diverse locations around the city; and the City of Lies, containing all the major secrets reserved for the GM. Also included are a full-colour map of the city and the journal of Ashidaka Naritoki as an useful handout.
