8 / 10Gregor HuttonSet aside the system, which while percentile based has some overworked and complicated parts. The advantage is that you can swap in just about any system you like instead. Instead, revel in the setting of a|state. And what a setting it is. Layer upon layer of detailed magnificence of The City, a place that you cannot leave. Is it Hell? Is it something else? Who knows? A Dickensian workhouse vibe crashes violently into an urban futuristic SF milieu and is set off by vivid and arcanely written text. A joy to read and a lifetime of gaming to explore. One of the best realised game settings of the 2000s. (Oh, and have a dictionary nearby, as many "misspelt" words are actually (a) spelt correctly and (b) mean something you didn't realise they did. Oh, and the dialogue of characters in The City is joyously ungrammatical and phonetic in transcription.)
