The City of Tishrei is intended to demonstrate the rules for institutions in Sword and Fire RPG. Resembling a North Indian city, it is inspired by classical mythology like the Mahabharata and Ramayana. Set at the mouth of a river valley, it is close to the front line in the War against the Orks. The quasi-independent city-state is the largest city in the region, with with more than 100,000 residents. Rakashas and orks lie to the north of the city, with naga-filled jungles to the south.
