Delta Green: Targets of Opportunity is a supplement to
Delta Green composed of five major pieces by different authors, and assorted appendixes:
- Detwiller's "Black Cod Island" details an early Deep One infestation (predating Innsmouth by centuries) that took hold among the native Haida people of Alaska
- Glancy's "Disciples of the Worm" covers a millennium-old cult of sorcerers who infect themselves with parasitic worms that excrete anagathic compounds
- Glancy's other piece, "The DeMonte Clan", exposes a clan of ghouls who have preyed on New Orleans since the 18th century
- Banks' "M-EPIC" provides background on the first conspiracy to battle eldritch horrors in the 20th century, Canada's M-EPIC, which predates both the American Delta Green and British PISCES organizations
- Almost half the book is dedicated to Stolze and Hite's "The Cult of Transcendence", who seek to divest themselves of their humanity in an attempt to become one with the Outer Gods, through the agency of Nyarlathotep
- The appendixes cover various combat options, replacing insanity with more clinical stress disorders, rules for relationships and the use of flashbacks to gain clues, an overview of forensic DNA analysis, and tips on running Delta Green games.

Targets of Opportunity became the second
Delta Green volume released using the ransom method. Pledgers contributed more than $25,000 in April and May of 2008 to cover the costs of the initial (hardcover) print run. While the book was initially due in late 2008, major delays and rewrites meant preorderers did not see the PDF until April 20, 2010, and 1,000 copies of the hardcover limited edition were distributed later the same year. Originally supposed to be 256 pages long, the $39.99 volume swelled to 316 pages.
