2 + 2Brand_Robins. This book says that it is a complete game, designed for new players. Unfortunately it is not complete, and not very good for new players either.
3 + 2Eric Brennan. Basic Roleplaying: The Chaosium System is a short and inexpensive book that accomplishes all of its design goals but clearly could have been so much more if a different tack had been taken.
