Top Secret is a second generation game with a very idiosyncratic set of rules that lacks of a universal resolution mechanic. Attributes are percentiles, and areas of knowledge serve as skills. Level based in a minor way, with four classes (members of the confiscation, assassination, and investigation bureaus). The hand-to-hand mechanics use a double-blind bidding system that is cross-referenced on a table. Focuses more on gritty than on action heroes. The "second edition" made a few trivial changes, including removing the flamethrower from the weapon table. Despite sharing a name, there is no resemblance between the original rules and the later Top Secret/S.I. game, which used more modern designs and catered more toward cinematic action.
