This was the first package sent out to Judges Guild subscribers following GenCon IX. It contains the first maps and basic info for the City-State of the Invincible Overlord -- plus other accessories like the Dungeon Tac cards. Unlike later installments, it was quickly made unavailable, because much of the material was later sold as part of the City-State Playing Aid while the Dungeon Tac cards were sold standalone.
