GURPS Supers has rules for creating four-colour superhero characters in GURPS Third Edition, with new advantages, disadvantages, and skills, with new rules for super-attributes, gadgeteering, and multiple limbs. A chapter on super campaigns is included, and a campaign world (International Super Teams) is featured, together with full character sheets for eight super-heroes and eight super-villains (with a ninth super-villain written up in a sidebar). The rules in GURPS Supers, along with GURPS Psionics, were entirely supplanted in GURPS Fourth Edition by GURPS Powers.
The major differences between the first edition (1989), and the second edition (1991, with the 5th and final printing in 2000) were size (112 pages expanded to 128 pages), and the removal of "power groups" in the second edition.

The setting (IST) isn't bad, if a tad bland. But the NPCs range from weak to terrible.
But the poorly designed rules spread to later Third Edition books, and the cascading problems weren't fixed until the Fourth Edition.
