The background of the Champions Universe evolved considerably during the first fifteen years of its existence, from 1981-1996, due to the inclusion and removal of characters--such as the well-known Guardians--which remained the property of their original players. Nonetheless, major elements such as VIPER and Dr. Destroyer emerged through the publication of supplements.

From 1997-2000 this setting was rebooted as the "Bay City" universe of Champions: New Millennium. It's since been redeveloped by the second-generation Hero Games through a variety of supplements for Champions fifth edition.

Rights to the Champions Universe were sold in 2008 to Cryptic Systems for Champions Online. Hero Games continues to publish Champions Universe books through a license from Cryptic.
